Consultancy - Transitional Shelter Household Survey, Banda Aceh

PURPOSE:
The International Federation Red Cross Red Crescent (International Federation) seeks a consultant to oversee a household survey for a large transitional shelter programme in Banda Aceh, Indonesia. The consultancy is expected to commence by mid to late June and be completed by mid August. Start and end dates are negotiable with a maximum of 30 working days.
BACKGROUND:
In mid-2005, the International Federation of Red Cross and Red Crescent Societies (International Federation) was asked to take on the lead role in the implementation of the Transitional Shelter Programme in Aceh (full name Nanggröe Aceh Darussalam) and North Sumatra, two provinces in Indonesia badly hit by the earthquake and tsunami of 26 December 2004. The programme was to meet the transitional shelter needs of some 67,000 people (20,000 households) still living in tents distributed by the International Federation and other aid agencies in the wake of the disaster. Planning for the programme was well under way by August 2005, with implementation (delivery of materials on-site) beginning in December 2005. At present, 16,521 transitional shelters have been delivered and completed in 10 districts of Aceh and Nias. 33 implementing partners have been involved including four PMI (Indonesian Red Cross) branches and the International Federation. The remaining shelters are expected to be completed by September 2007.
SURVEY OBJECTIVES:
* The specific objectives of the survey are:
* To determine overall beneficiary satisfaction with the transitional shelter programme (process, product and end results)
* To determine beneficiaries perceptions of future plans regarding permanent housing (personal needs, potential solutions)
* To determine demographic profile of transitional shelter beneficiary
* To determine level of access to essential support services (e.g. water, sanitation, healthcare, livelihoods etc.)
* This information will be used in 3 primary ways:
* To note gap areas, if any, in current support services provided by implementing partners and advocate for their resolution
* To feed into the International Federation’s global strategy on shelter in addition to informing monitoring and evaluation tools supported by the shelter department
* To support the capacity building of PMI (Indonesian Red Cross) in surveying activities and analysis
KEY RESPONSIBILITIES:
* The Consultant will be responsible for supporting a full household survey process in Nanggröe Aceh Darussalam (Aceh) by performing the following key tasks:
* In consultation with Transitional Shelter (TS) implementing partners, finalize the survey design; develop dissemination strategy
* Finalize sampling plan
* Design and co-facilitate workshop to train Indonesia Red Cross and other volunteers/local staff to carry out survey; assist in the selection and training of field supervisors; as part of the training, carry out field piloting to test and update instrument
* Oversee survey implementation process
* Lead data management process, ensuring quality control
* Conduct data analysis and write survey report in conjunction with other key shelter stakeholders in Banda Aceh
* Assist in the initial implementation of the dissemination strategy
JOB QUALIFICATIONS:
* B.A. required/ Masters preferred, or equivalent combination of education and relevant work experience. At least eight years M&E experience, three years specifically in designing and implementing household surveys in both recovery and development situations.
* Knowledge of Red Cross Red Crescent and shelter issues helpful.
* Ability to write and verbally communicate clearly and concisely required.
* Proven ability to train, supervise and support local staff.
* Strong organizational and prioritization skills.
* Strong computer spreadsheet/word processing/data base/SPSS skills required as well as advanced Excel skills.
* Ability to work both independently and in a team.
* Strong interpersonal skills (e.g., tact, diplomacy and patience) in the context of dealing with over 25 Red Cross Red Crescent, UN, local and International NGO partners required.
